C-Ben Group is a full-service retirement consulting firm and third-party administrator (TPA) in the San Francisco Bay Area. Our clients are sole-proprietors, small business owners, partnerships, corporations with hundreds of employees, non-profits, and governmental agencies. We are experienced in providing design, implementation, and ongoing administration services for 401(k), 403(b), 457(b), profit sharing, money purchase, pension, and cash balance plans.

Meet The Team

“I have spent my entire career working on retirement plans, primarily as a consultant. I love consulting work because it combines my twin passions of working with people and solving problems.

I began my career as an actuary, consulting on pension plans. Then I took a break from consulting to join a large San Francisco company to manage their pension and 401(k) plans. After 8 years, I returned to consulting. Informed by my experience as a plan sponsor, I have a much better understanding of the challenges that my clients face. As their consultant and TPA, I know it is of utmost importance that we are customer-focused and responsive and that our work is done on time and on budget.

Now heading up my own consulting firm, I want our clients to feel that we have their backs and that we are contributing to the success of their retirement plans.”

Cindy Low is the founder and president of C-Ben Group. Her No. 1 priority is to deliver high-quality and high-touch services to clients that meet or exceed their expectations. Previously, she was a senior consultant at a Bay Area TPA firm and a consulting actuary at two multinational human capital consulting firms. During her detour from consulting, she successfully managed multiple pension and 401(k) plans in a complex environment at a large San Francisco company, first as benefits manager and then as benefits director.

Debbie Hong is a Senior Consultant at C-Ben Group. She has worked on 401(k), profit sharing, 403(b), traditional pension and cash balance plans for over 25 years. Her analytical skills and work experience well position her to work with clients in plan design modeling, nondiscrimination testing and correction of plan errors in addition to supporting them in plan administration. Debbie began her career as an actuarial analyst at the San Francisco office of a multinational benefits consulting firm, followed by a long tenure at a boutique TPA firm in the Bay Area.

Mia Jones is a consultant at C-Ben Group. She is an experienced retirement plan consultant and administrator with a passion for helping others. She has daily contact with her clients to ensure their retirement plans are in legal and operational compliance. Mia has much experience working on plans that require an independent audit, plans in a controlled group, and complex plans. Previously, she was an administrative consultant and senior plan administrator at various TPA firms in the San Francisco Bay Area.

Jackie Chin is a Senior Consultant at C-Ben Group, bringing more than 25 years of experience in the financial services industry.  Throughout her career, Jackie has led diverse teams spanning statistical modeling, finance, compensation, product management, and enterprise analytics.

She began her career as an actuarial analyst, consulting on pension plans and building a strong foundation in retirement and benefits strategy.  Jackie spent the majority of her career at a large financial services firm, where she leveraged data and analytics to drive better financial outcomes for clients and advisors.  Her work spanned the enterprise and included redesigning corporate compensation programs, informing merger and acquisition strategies, launching a historic commission-free ETF program, and delivering data-driven solutions to Financial Advisors, Portfolio Consultants and RIAs.

As she returns to her retirement plan roots at C-Ben Group, Jackie is excited to partner with employers to design thoughtful, competitive retirement plans that help attract top talent while supporting employees’ long-term financial goals and financial independence.
